Draft standardisation request to the European standardisation organisations in support of Commission Regulation (EU) 2019/424 of 15 March 2019 laying down ecodesign requirements for servers and data storage products pursuant to Directive 2009/125/EC

Il regolamento (UE) 2019/424 del Parlamento europeo e del Consiglio stabilisce requisiti di progettazione ecocompatibile per l'immissione sul mercato e la messa in servizio di server e prodotti di archiviazione dati. I requisiti di progettazione ecocompatibile dovrebbero armonizzare i requisiti di consumo e di efficienza delle risorse per server e archiviazione dei dati prodotti in tutta l'Unione, affinché il mercato interno funzioni meglio e per migliorare le prestazioni ambientali di tali prodotti.

In conformità all'allegato III del regolamento (UE) 2019/424, ai fini di conformità e verifica della conformità ai requisiti applicabili di questo regolamento, le misure e i calcoli devono essere effettuati utilizzando norme armonizzate, i cui numeri di riferimento sono stati pubblicati nella Gazzetta ufficiale del Unione Europea, o usando altri metodi affidabili, precisi e riproducibili.

Le norme armonizzate volontarie dovrebbero contribuire a garantire un elevato livello ambientale prestazioni dei server e dei prodotti di archiviazione dei dati in tutta l'Unione e quindi contribuire alla libera circolazione di tali prodotti nell'Unione. Dato che tali standard sono neutrali dal punto di vista tecnologico e basati sulle prestazioni, contribuiscono anche a garantire la parità condizioni di concorrenza tra gli operatori economici interessati che si occupano di server e prodotti per l'archiviazione dei dati, in particolare le piccole e medie imprese.

Article 1 Requested standardisation activities

The European Committee for Standardisation (CEN), the European Committee for Electrotechnical Standardisation (Cenelec) and the European Telecommunications Standards Institute (ETSI) are requested to draft the new harmonised standards listed in Table of Annex I to this Decision and to revise EN 303470 v1.1.1 standard in support of Regulation (EU) 2019/424.

The standards referred to in the first paragraph shall meet the requirements set out in Annex II.

Article 2 Work programme

CEN, Cenelec and ETSI shall prepare joint work programmes indicating all the standards referred to in the first paragraph of Article 1, the responsible technical bodies and a timetable for the execution of the requested standardisation activities in line with the deadlines set out in Annex I. CEN, Cenelec and ETSI shall submit the joint work programme to the Commission by [insert date – 6 weeks after notification of this Decision by the Commission] and provide it with access to an overall project plan.

CEN, Cenelec and ETSI shall inform the Commission of any amendments to the joint work programme.

Article 3 Reporting

1. CEN, Cenelec and ETSI shall report annually to the Commission on the execution of the request referred to in Article 1 indicating the progress made in implementation of the work programme referenced to in Article 2.
2. They shall submit the first annual joint report to the Commission by [insert date – 12 months after notification of this Decision by the Commission].
3. CEN, Cenelec and ETSI shall provide the Commission with the joint final report by [insert date – last day of the 27th month after notification of this Decision by the Commission].
4. Without prejudice to the reporting obligations set out in paragraphs 1 to 3, CEN, Cenelec and ETSI shall promptly report to the Commission any major concerns relating to the scope of the request referred to in Article 1 and the deadlines set out in Annex I.

Article 4 Harmonised standards

CEN, Cenelec and ETSI shall include in each harmonised standard a clear and precise description of the relationship between its content and the corresponding Ecodesign requirements set out in Annex II of Regulation (EU) 2019/424 that it aims to cover. Each harmonised standard developed on the basis of the request referred to in Article 1 of this Decision shall refer to this Decision.
CEN, Cenelec and ETSI shall include in each revised standard information on significant changes that were introduced in that standard.
CEN, Cenelec and ETSI shall provide the Commission with the titles of the requested harmonised standards in all the official languages of the Union.

Article 5 Validity of the standardisation request

If CEN or Cenelec or ETSI do not accept the request referred to in Article 1 within a month of receiving it, the request may not constitute a basis for the standardisation activities referred to in that Article.
This Decision shall expire on [insert date – last day of the 28th month after notification of this Decision by the Commission].
