Non-Road Mobile Machinery emissions - NRMM Guide | Update 2021

The purpose of this frequently asked questions (hereinafter ‘FAQ’) document is to contribute to a clear understanding of the Regulation (EU) 2016/1628, as amended by Regulation (EU) 2020/1040 (hereafter referred to as ‘the regulation’) and the relevant supplementing legislation:

a) Commission Delegated Regulation (EU) 2017/654 with regard to technical and general requirements relating to emission limits and type-approval for internal combustion engines for non-road mobile machinery, and amended by Delegated Regulation (EU) 2018/989
b) Commission Delegated Regulation (EU) 2017/655 on monitoring of gaseous pollutant emissions from in-service combustion engines installed in non-road mobile machinery, and amended by Delegated Regulation (EU) 2018/987
c) Commission Implementing Regulation (EU) 2017/656 on administrative requirements relating to emission limits and type-approval for internal combustion engines for non-road mobile machinery, and amended by Delegated Regulation (EU) 2018/988

The new requirements introduced in the amendments to the supplementing legislation are applicable from the following dates:

- 07 August 2018: These amendments may be used for Stage V type-approvals, revisions or extensions from this date onwards
- 01 January 2019: These amendments must be used for Stage V type-approvals, revisions or extensions from this date onwards
- 01 July 2019: All engines placed on market from this date must comply with these amendments and, for Stage V engines, be covered by a type-approval that was originally issued, or where necessary has been updated, in accordance with these amendments

The new requirements introduced in the amendment Regulation (EU) 2020/1040 to the Regulation (EU) 2016/1628 are applicable from the following dates:

- 01 July 2020: Amending Regulation (EU) 2016/1628 as regards its transitional provisions in order to address the impact of the COVID-19 crisis. The amendment covers only machines in which transition engines (variable or constant speed) that are in the power categories <56kW and ≥130kW are installed.

This regulation:

- concerns emission limits and type approval procedures for engines installed or intended to be installed in non-road mobile machinery
- it is also applicable to non-road mobile machinery where these engines are fitted
- entered into force on 6 October 2016 and is applicable from 1 January 2017

This FAQ:

- is intended to provide answers to key questions that are likely to be asked by users of the regulations, focusing especially on relevant provisions and obligations for the machine manufacturer (original equipment manufacturer (OEM)), importers and distributors
- does not cover the type-approval of the engine
